{"id":32911,"date":"2026-02-24T14:04:28","date_gmt":"2026-02-24T04:04:28","guid":{"rendered":"https:\/\/woodcentral.com.au\/?p=32911"},"modified":"2026-02-24T14:04:30","modified_gmt":"2026-02-24T04:04:30","slug":"us-bound-mass-timber-hit-with-15-tariffs-but-what-happens-to-the-refunds","status":"publish","type":"post","link":"https:\/\/woodcentral.com.au\/us-bound-mass-timber-hit-with-15-tariffs-but-what-happens-to-the-refunds\/","title":{"rendered":"US\u2011Bound Mass Timber Hit With 15% Tariffs \u2014 But What Happens to the Refunds?"},"content":{"rendered":"\n<p>Large volumes of imported engineered wood products still entering the United States \u2014 including OSB and cross\u2011laminated timber panels used in data centres, mid\u2011rise and high\u2011rise plyscrapers \u2014 will now be subjected to 15% tariffs again as the Trump administration prepares to introduce never\u2011before\u2011used tariffs under Section 122 of the Trade Act of 1974 from tonight.<\/p>\n\n\n\n<p>Running for 150 days from February 24, and capable of being rolled over if Congress permits an extension, the new tariffs authorise the president to impose an import surcharge of up to 15% in cases involving a \u201clarge and serious balance\u2011of\u2011payments deficit.\u201d<\/p>\n\n\n\n<p><a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2026\/02\/imposing-a-temporary-import-surcharge-to-address-fundamental-international-payments-problems\/\">According to the proclamation released by the White House<\/a>, the new tariff will not be stacked on top of existing duties \u2014 meaning that lumber, currently subject to a 10% global tariff under Section 232 of the Trade Expansion Act of 1962, will be exempt from the surcharge.<\/p>\n\n\n\n<p>\u201cHowever, other building materials not already covered by a preexisting tariff could now face the 15 per cent surcharge<a href=\"https:\/\/hbsdealer.com\/washington-update-nlbmda\">,\u201d according to a report from HSB Dealer. <\/a>\u201c(And) that means imported engineered wood products \u2014 including Oriented Strand Board (OSB), Cross\u2011Laminated Timber (CLT), and related products \u2014 may be subject to the new duty, with an exclusion for USMCA\u2011compliant imports from Canada and Mexico,\u201d it warned.<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-video is-provider-youtube wp-block-embed-youtube wp-embed-aspect-16-9 wp-has-aspect-ratio\"><div class=\"wp-block-embed__wrapper\">\n<div class=\"youtube-embed\" data-video_id=\"qc6ifserdL4\"><iframe loading=\"lazy\" title=\"Breaking: Trump Tariffs Struck Down, Uncertainty Looms As US Collected $250 Billion In Duties | WION\" width=\"696\" height=\"392\" src=\"https:\/\/www.youtube.com\/embed\/qc6ifserdL4?feature=oembed&#038;enablejsapi=1\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe><\/div>\n<\/div><figcaption class=\"wp-element-caption\"><em>Uncertainty is mounting after the Supreme Court struck down a broad set of tariffs imposed under US President Donald Trump. The ruling has raised questions over the future of trade measures and their economic impact. US Customs and Border Protection had collected more than $250 billion in duties under the contested tariff regime, highlighting the scale of the decision\u2019s potential consequences.<\/em><\/figcaption><\/figure>\n\n\n\n<p>Last year, the United States imported more than 6,344.7 thousand cubic metres of OSB (more than 93% from Canada alone), as well as 16.2 thousand cubic metres of CLT (62.8% from Canada and 29.2% from Austria). The new tariffs come just days after the U.S. Supreme Court ruled that the president lacked authority under the International Emergency Economic Powers Act (IEEPA) to impose tariffs on a raft of products entering the United States.<\/p>\n\n\n\n<p>It comes as U.S. importers now face a labyrinth of legal and administrative hurdles as they attempt to claw back billions in tariff payments, and whilst many companies may technically be eligible for a refund, trade attorneys warn that the path to recovery is anything but straightforward. Refund claims could be denied, delayed, or tied up in years of litigation, depending on how the Court of International Trade interprets the ruling and how U.S. Customs and Border Protection administers any repayment process.<\/p>\n\n\n\n<p>Meanwhile, tariff revenue continues to pour into federal coffers.
