However, like wealthy,&nbsp;<a href=\"https:\/\/www.hamiltonproject.org\/assets\/files\/Shoag_PP_web_20190128.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">economically vibrant<\/a>&nbsp;metro areas across the US and Canada, its high costs and inadequate supply result from poor public policy.<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-video is-provider-youtube wp-block-embed-youtube wp-embed-aspect-16-9 wp-has-aspect-ratio\"><div class=\"wp-block-embed__wrapper\">\n<div class=\"youtube-embed\" data-video_id=\"jul3ukm7-Ps\"><iframe loading=\"lazy\" title=\"The Incredible Details of the 2023 Boston Housing Market\" width=\"696\" height=\"392\" src=\"https:\/\/www.youtube.com\/embed\/jul3ukm7-Ps?feature=oembed&#038;enablejsapi=1\" frameborder=\"0\" allow=\"accelerometer; footage courtesy of <a href=\"https:\/\/www.youtube.com\/@NotYourAverageRealtor\">@NotYourAverageRealtor.<\/a><\/em><\/figcaption><\/figure>\n\n\n\n<p><a target=\"_blank\" href=\"https:\/\/www.brookings.edu\/articles\/fixing-greater-bostons-housing-crisis-starts-with-legalizing-apartments-near-transit\/\" rel=\"noreferrer noopener\">According to US think-tank Brookings Institute<\/a>, restrictive zoning by Boston&#8217;s suburbs creates three problems for the region:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>High housing costs impede the&nbsp;<a target=\"_blank\" href=\"https:\/\/www.aeaweb.org\/articles?id=10.1257\/mac.20170388\" rel=\"noreferrer noopener\">regional labour market<\/a>, making it harder for employers to hire and retain workers.<\/li>\n\n\n\n<li>Limiting housing development near job centres and public transit leads more workers to undertake long-distance solo car commutes, worsening traffic and creating&nbsp;<a target=\"_blank\" href=\"https:\/\/repositories.lib.utexas.edu\/bitstream\/handle\/2152\/30369\/planningforumv13-14.pdf?sequence=2#page=99\" rel=\"noreferrer noopener\">harmful environmental impacts<\/a>.<\/li>\n\n\n\n<li>Exclusionary<a href=\"https:\/\/www.amazon.com\/gp\/product\/B01M8IWJT2\/ref=dbs_a_def_rwt_hsch_vapi_tkin_p1_i0\" target=\"_blank\" rel=\"noreferrer noopener\">&nbsp;zoning<\/a>&nbsp;by affluent, predominantly white communities exacerbates racial and economic&nbsp;<a href=\"https:\/\/www.tandfonline.com\/doi\/abs\/10.1080\/01944363.2015.1111163\" target=\"_blank\" rel=\"noreferrer noopener\">segregation<\/a>&nbsp;in the region, limiting Black and Latino or Hispanic families&#8217; access to high-opportunity communities.<\/li>\n<\/ol>\n\n\n\n<p>The housing-above-libraries idea has been in the works since 2018, when the Boston City Council launched&nbsp;<a href=\"https:\/\/www.boston.gov\/housing\/housing-public-assets?utm_source=Office+of+Housing&amp;utm_campaign=West+End+Library+Press+Release&amp;utm_medium=email#the-experiment\" target=\"_blank\" rel=\"noreferrer noopener\">a program<\/a>&nbsp;to consider adding apartments to public properties, such as fire stations, parking lots and public libraries.&nbsp;<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-video is-provider-youtube wp-block-embed-youtube wp-embed-aspect-16-9 wp-has-aspect-ratio\"><div class=\"wp-block-embed__wrapper\">\n<div class=\"youtube-embed\" data-video_id=\"Ezu4aE434XM\"><iframe loading=\"lazy\" title=\"Turning To Adult Dorms, Libraries, Rentable Attics To Help Solve Boston Housing Crunch\" width=\"696\" height=\"392\" src=\"https:\/\/www.youtube.com\/embed\/Ezu4aE434XM?feature=oembed&#038;enablejsapi=1\" frameborder=\"0\" allow=\"accelerometer; footage courtesy of <a href=\"https:\/\/www.youtube.com\/@cbsboston\">@cbsboston.<\/a><\/em><\/figcaption><\/figure>\n\n\n\n<p>The first projects coming to fruition include libraries in&nbsp;<a target=\"_blank\" href=\"https:\/\/www.bostonplans.org\/news-calendar\/news-updates\/2022\/04\/14\/bpda-designates-asian-community-development-corpor\" rel=\"noreferrer noopener\">Chinatown<\/a>&nbsp;(12 stories and 110 units),&nbsp;<a target=\"_blank\" href=\"https:\/\/www.dotnews.com\/2023\/city-picks-developer-key-location-uphams-corner#:~:text=Civico%2DDREAM%20is%20proposing%2033,new%20Uphams%20Corner%20Branch%20Library.\" rel=\"noreferrer noopener\">Upham&#8217;s Corner<\/a>&nbsp;in Dorchester (four stories, 33 units), with the latest to be built the Preservation of Affordable Housing, a city ENGO, an 11-story mass timber West End project.<\/p>\n\n\n\n<p>Rodger Brown, who represents the Preservation of Affordable Housing, or POAH, which won the contract to develop the third &#8220;housing-over-library&#8221; she said, &#8220;subsidised construction requires more community outreach and government compliance.&#8221;<\/p>\n\n\n\n<p>POAH, the nonprofit developer, will hold a 75% stake in the housing. A Boston-based investment firm, Caste Capital, will own the remaining share. Developers say the West End library apartments could come online by March 2027.<\/p>\n\n\n\n<p>Caste&#8217;s Patrick Kimble said this is his firm&#8217;s first affordable housing development, which he feels has special significance: &#8220;You pair affordable housing with a public asset like a library.
